The Treasurer having requested me to forward some Letters which he addressed to the Colonial Secretary, in answer to the Reports which the Auditor had made to the Audit Board in his official capacity, I called upon that Officer for remarks which he might have to offer upon these Letters, and directed him to address those remarks to the Audit Board.

I now enclose the Auditor's Report and beg to inform your Lordship that I fully concur in all his observations.

Had Mr. Martin, in explanation of the delay in the Accounts, confined himself to a simple representation of his own sickness and the sickness which prevailed throughout the various branches of the Government generally, I should not have troubled Your Lordship with this Despatch, or with remarks upon his conduct, in the hopes that he is at last convinced that in order to discharge his duties efficiently he must give them his undivided attention, instead
